I don't think it's likely but it is definitely true that USC has basically cut football support funding over and over again under Helton. We have one of the smallest staffs among the PAC-12 and definitely the least funded amongst any of the "blue blood" schools. I have a connection at Heritage Hall and he told me that the athletics department regularly goes to Clay Helton to tell him they are cutting x, y, or z and until Bohn came onto campus, Helton has basically been told to shove it if he tries to push back at all on cuts. Now Bohn and Sosna are committed to put some money back into the program. It also looks like USC is reaching out and hiring a number of new employees for football recruiting and operations. I was told they are going to add 10+ people before next season starts and that Sosna is heading that mission specifically because he has surveyed the other national programs and we are way, way behind where everyone else is. Maybe it's putting lipstick on a pig, but maybe it's a step in the right direction. I personally don't think it will help recruiting but I do know that the players already at USC deserve better, especially when they could go to LSU, Oklahoma, Ohio State, Clemson, etc. and receive a lot more attention on and off the football field.
