One of the rules being discussed at coaches convention is the ability to play 3 games and still redshirt if needed, which would work for Toa in this case.

I had to go to the official site to get a refresher, here's what it said: 2004: Powdrell, a junior reserve linebacker who transferred to USC in the fall of 2004 from a junior college, saw brief action in the 2004 opener against Virginia Tech on special teams (he did not make a tackle). But he did not see any further action in 2004 and, after petitioning the NCAA, was allowed to redshirt if he sat out the first 2 games of 2005.

For a non-medical redshirt, you cannot play a single play or else it is burned.
